A rare opportunity exists for a Authorising Engineer to work on a national MoD Estates contract. This is a mobile home-based role that will cover sites in Southern Scotland. The main purpose of the role is to implement, administer, monitor and audit the application of the safe systems of work as defined by JSP375 for the nominated disciplines.

Technical Responsibilities
Define the exact extent of the systems and installations for which Authorised Persons (APs) are
responsible
Liaise with Area Manager who will act as focal point in dealings with DIO
Issue audit summary reports and action plans
Notify DIO of any defects or operational restrictions issued by others.
Agree with DIO any departures from JSP375
Carry out site visits and risk assessments
Carry out the requirements of JSP in relation to the introduction of Additional Works
Act as a Commissioning Manager for substantial Core Services or Core Works projects, preparing
commissioning plans, monitoring programmes, co-ordinating commissioning activity and witnessing
the commissioning of new equipment where necessary
To carry out an annual review of the Safe Systems of Work and Authorised Persons under their
control and summarise the findings in a report to the Assurance and Business Improvement
Director on the effectiveness of the systems implemented on the Regional Prime Contract.
Advice to Contractor management and the local client on professional matters in the discipline
Contribution to DIO project teams on matters related to existing installations and their interaction
with new works
Performance feedback to Contractor management and to DIO
Submit to DIO for assessment and AE certification at intervals as required by DIO
Interview and assess Authorised Persons before appointment. Ensure site familiarity in accordance
with the requirements of JSP375.
Provide authorities for particular tasks such as electrical live working
Maintain records within personal log book of site attendance and activities undertaken
Ensure compliance and adherence of with Health, Safety, Sustainability and Fire procedures
Investigate dangerous occurrences and accidents which occur while a permit to work is in force;
report findings to the SHEF Manager and the DIO
Ensure all Authorised Persons are issued with any relevant MOD Health and Safety Warning
Notices, Technical Bulletins or revisions to JSP375, which affect them
Support the APs and Site Managers in meeting the requirements of JSP375
Auditing of the implementation of JSP375 in the nominated disciplines
To plan, develop and deliver of a range of training to AP's and site teams on the delivery of JSP
375
Provide AP refresher training in conjunction with the HR training department.
People Responsibilities
To In conjunction with the Area Managers and Site Manager nominate APs
Initiate training to ensure sufficient APs for the systems and installations
Assess the competence of APs for initial and continuing appointment
Audit and review each APs operational experience at six-monthly intervals before re-appointment
and at other times as necessary
Arrange for refresher training for APs
Ensure there are sufficient APs to provide proper cover for the site operations
Issue to each AP a Certificate of Appointment detailing the scope of the appointment
Maintain a register of all APs with their training records and areas of responsibility
Providing a positive environment in which APs and other team members follow the requirements of
JSP375
Ensure APs are aware of any amendments to the JSP and any safety notices related to their work

Skills & Experience Profile

Essential
Significant relevant professional experience in the engineering discipline
Demonstrable experience of managing and supervising engineering staff in the appropriate discipline
Qualified to degree or equivalent level as required by relevant JSP
Working together
Providing the lead
Solving problems and taking decisions
Managing resources and work to achieve results Ability and willingness to travel
Desirable
Experience of project management/facilities
management in a demanding environment
Extensive professional experience in construction or property maintenance
Membership of a recognised professional body or organisation appropriate to the discipline

Qualifications
JSP but likely to be HNC level qualification in a Building/Civil Engineering or Electrical/Mechanical Engineering related discipline (or equivalent experiential experience).
Training as required by JSP 375 but likely to include the maintenance and development of technical competence in the one or more of the following:
AP1 - Electricity & AGL
AP2 - Mechanical & Pressure
Systems (inc gas & Medigas)
AP3 - PET
AP4 Confined Spaces and/or working at Height
Emergency first aid & Fire safety
Familiarity with and experienced in working to JSP safe system of work appropriate to the discipline
Professional and technical training as a part of continuing professional development to maintain professional status and technical competence
Familiarity with sites and assets continually reinforced
Health and Safety qualification at National Level 3, such as certificate in Occupational Health and Safety, NEBOSH General Certificate or another equivalent
