Operational Policy lead for Gateways and Buildings Control (Grade 7)
£53,360 - £59,625
Birmingham, York, Bootle
Reference number 107152

At HSE, we work with one goal in mind – to help keep Britain’s workforce safe and healthy. As an independent regulator, our work touches virtually every sector of UK industry. We don’t just inspect workplaces and implement the law, we campaign for better H&S practice, craft and review guidance and regulations, and produce crucial research and statistics.

Following the Grenfell tragedy we are working with the Ministry of Housing, Communities and Local Government to establish and operate a new Building Safety Regulator (BSR). This new organisation will implement and enforce a more stringent regulatory regime for high-rise buildings and increase the competence of those working on building safety. It’s the biggest change in building safety for a generation, and you could be part of it.

The role

Working as part of multidisciplinary project teams, you will develop innovative and effective approaches to the regulation of high-risk buildings under construction and refurbishment.

Specifically, you will deliver workstreams to develop and test in ‘shadow form’ the governance and operational delivery arrangements for the Building Safety Regulator, ready for Day One of the new system. Your focus will be scoping, developing and implementing the regime of gateways envisioned by the Building Safety Bill.

Expect to work creatively and at pace with others across a wide and diverse portfolio of building and public safety, working collaboratively with national bodies and partner regulators from Local Authority Building Control and Fire and Rescue services.  You will also represent HSE’s interests at Ministerial and cross-Government departmental meetings.

Your background

An experienced operational manager or policy advisor with sound knowledge of current regulatory regimes applicable to building work, you’ll be ready for the challenge of shaping HSE’s approach and wider legislative frameworks. You’ll have a proven track-record of delivering change in a fast-paced environment, including the development and implementation of operational procedures and processes.Strong communication skills are essential, including the ability to negotiate with and influence stakeholders. Experience of programme and project management is desirable, as is an understanding of challenges facing the housing and construction industry.

Rewards

There’s a lot to look forward to here beyond the generous Civil Service pension and our commitment to flexible working. We put a high value on ongoing personal and professional development and offer access to learning opportunities tailored to your role. You can also expect annual leave of least 25 days.

Our work affects people’s lives across the UK, and it’s important that our teams reflect the diversity of the society we work to protect. So we look for people to bring different skills, perspectives and experience from all walks of life, and particularly welcome BAME, disabled and LGBT+ applicants, currently underrepresented in this discipline within HSE.
