Your new company
Our client is a public body who have a vast estate located across Northern Ireland. This organisations estate consists of modern and historic buildings, rural land, industrial warehouses and public building and facilities.

Your new role
This is a permanent position based in Greater Belfast Area where you will report to the Operations Manager and have direct line management responsibility for x3 Facilities Managers.
The main duties and responsibilities include:

  • Manage and lead the estates function across NI's sites including the site facilities management teams.
  • Devise and deliver multiple year costed programmes of planned revenue and capital maintenance based on lifecycle survey information for the estate (land and property holdings).
  • Manage the current planned and reactive property maintenance contracts for the estate, assessing their future suitability for the organisation and presenting future costed models based on contract performance and lifecycle data.
  • Ensure compliance with all statutory, mandatory and regulatory requirements in regard to buildings, plant and engineering systems.
  • Maintain the estates property portfolio of lease and rental agreements liaising with the solicitor, landlords and Land & Property Services.
  • Manage the Security and Cleaning contracts across the estate ensuring high standards of delivery and ensuring robust contractor performance review.
  • Work closely with the Health & Safety Manager, CPD, contractors, the site FM teams and others as necessary, to ensure safe management and working systems and environments for contractors, staff and visitors.
  • Compile risk assessments and RAID logs.
  • Provide information and advice to managers and staff across the estate on contractual, statutory issues concerning the estate (land and property holdings).
  • Support the progression of the estates Asset Management Strategy and major capital development plans.
  • Ensure full utilisation of the property management system (including BIM as appropriate) for all documentation and information.


What you'll need to succeed
To be considered for this vacancy you must have experience of managing mechanical and electrical building services maintenance contracts and frameworks, either working for a public sector estates function, maintenance contractor or similar FM provider.

Qualifications and experience:
A relevant degree (facilities management, mechanical & electrical) and Chartered/full membership of a relevant professional body such as CIBSE, RICS or equivalent and a minimum of three years' experience in the field of estates management, facilities management or land management.
OR
An HNC in Building Services Engineering or similar built environment qualification. And a minimum of five years' experience in the field of estates management, facilities management or land management.
AND
Demonstrable experience of providing facilities and/or estates management services across public sector estates, third sector estates or private sector estates.
Significant experience of the specification, procurement and management of facilities management service contracts.
Experience of leading and motivating a team in the delivery of excellent services and support to a diverse organisation.
Demonstrable experience in a corporate health and safety compliance management role within an estate/facilities/land management setting.
Experience of managing budgets and procurement within robust financial and governance procedures including the development of business cases and post project evaluations.
A driving licence and means of travelling across our estate.

Salary range is £38,017 - £41,799
37 hours per week Monday to Friday. This organisation also operates a flexible working hours system, which allows you significant flexibility in relation to your start / finish / break times, as well as allowing you to accrue additional time off.
They are also currently operating a hybrid work pattern giving you the opportunity to be in the office or work from home part of the week.
The annual leave entitlement will be 25 days, rising to 30 days after 5 years' service plus 12 bank / public holidays.
Eligible for membership of the Principal Civil Service Pension Scheme.
