Using your mechanical engineering knowledge and high level of technical expertise you will carry out a critical role ensuring that the Council can deliver its services and meet corporate objectives through the corporate estate. The estate comprises of around 180 properties, ranging from schools, offices, libraries, community buildings and leisure centres and the requirement ranges from a fully managed service to a landlord role, where buildings are leased to community groups or partners. We have a portfolio of around 80 schools, who have delegated budgets and are responsible for their sites and buildings, however, you will have an on-going role in providing technical advice and support..

In this varied role you will use your skills in both design and maintenance, working in the Property and Facilities Management team, who are responsible for carrying out inspections, reactive repairs , developing maintenance plans and the repairs & maintenance programme, procuring and managing repairs and maintenance capital projects and providing a specialist technical and professional role on major projects. The team is also responsible for procuring and managing service and energy contracts and providing technical input to the carbon management programme and energy efficiency initiatives.

What will you be doing? 

  • In the role you will provide expert and technical advice on the design, condition, capacity, suitability and statutory compliance monitoring of mechanical installations, plant and equipment advising members of staff, schools, contractors, partners, the community and other stakeholders.
  • You will act as the principal designer under the Construction Design & Management Regulations for mechanical projects, preparing and maintaining standard Mechanical Engineering Specifications
  • On a daily basis you will inspect equipment and installations to assess condition and assist in the preparation of forward maintenance plans, to include providing cost estimates.
  • It is expected that you will administer service contracts, keep service contract planned maintenance schedules and ensure programmes are up to date. You will supervise service contractors, regularly monitoring service contractors contract performance.
  • A key part of the role will be to plan, manage and monitor expenditure and manage allocated project and maintenance budgets and work with in-house and external resources to ensure successful project and service delivery.
  • On a daily basis you will be liaising and communicating with people at all levels, including partner organisations and members of the public and have a pro-active approach to ensure that Councils objectives are met.
  • You will give technical advice and guidance, support and training to colleagues to ensure that performance objectives are achieved, teamwork is effective, colleagues are supported the team is technically capable and technical work is carried out satisfactorily.

What we need from you

  • You will hold a mechanical service engineering related degree or postgraduate qualification or have an equivalent relevant qualification.
  • It is essential that you can demonstrate extensive technical knowledge and engineering experience with the ability to design and  devise technical solutions to complex problems and have experience of planning and progressing work activities within general professional guidelines or organisational policy. You will ned to have skills across the board in both design and maintenance. 
  • It is key that you have the ability to report and present information and data to both technical and non-technical audiences with a proven success in the delivery of projects on time and within budget.
  • You must be able to manage and organise your own workload and coordinate the work of others, with a proven ability to work under pressure and use your own initiative.
  • We require you to be able to effectively communicate with clients, consultants, contractors, end users and stakeholders and have good interpersonal, verbal and written communication skills, able to coordinate and influence the work of project teams.
  • You will have a good level of IT skills and be able to use specific design and planned preventative maintenance software packages.
  • It is desirable but not essential that you hold membership of an appropriate professional body such as The Chartered Institute of Building Services Engineers (CIBSE) or The Institution of Engineering and Technology (IET)
