Technical Manager (Mechanical) – Full Time
Salary: £27,018- £34,998 dependent upon skills and experience (plus an annual supplement of £1500)

An exciting opportunity has arisen within the Scottish Prison Service for a Technical Manager (Mechanical) with a plumbing, heating and ventilation background to work within the Estates Team. The Technical Manager is responsible for leading a team of Maintenance Engineers and administrators and allocating work to ensure that the estate remains safe, compliant and fit for purpose. Your role will be to plan and direct directly employed engineers and specialist contractors to carry out reactive and planned preventative maintenance for all systems and plant, including: plumbing, gas, heating and ventilation and Building Energy Management System (BEMS).   

The Technical Manager will be responsible for the new HMP Stirling Establishment, which is currently under construction and due for completion in October 2022. This is an exciting opportunity for the post-holder to develop specialist knowledge on low/zero carbon technologies, such as ground source heat pumps, low grade heat networks and solar photovoltaic systems and to both lead and develop a dynamic maintenance team to deliver day to day maintenance of the facility. There will be a focus on minimising energy consumption and reducing the carbon footprint of the SPS estate.

If appointment is before October 2022 the post-holder will be based at HMP and YOI Cornton Vale until such time that the new facility is operational. However, there will be a requirement for regular attendance at HMP Stirling for commissioning, training and coordination of planned preventative maintenance from the outset.

*There will be a requirement for you to periodically work on call hours, and you may need to travel to other establishments and areas.

Criteria for the role includes:

  • The post holder will have completed a recognised apprenticeship in Engineering Services (mechanical) or plumbing or heating and ventilation. For example SVQ level 3 or City and Guilds Level 3 and a National Certificate (or equivalent) in Engineering Services (mechanical) or plumbing or heating and ventilation.
  • Experience of mechanical, plumbing, heating and ventilation maintenance and repair work, and also a willingness to develop new skills in electrical and building maintenance.
  • Proven IT skills within a Maintenance Environment.
  • Sound knowledge of relevant legislation including Health & Safety, Safe Systems of Work, Building and Fire Regulations, Lifting Operations and Lifting Equipment regulations (LOLER) and gas regulations.
  • Evidence of your excellent organisational skills, demonstrating your ability to prioritise, forward plan and manage competing demands.
  • Ability to foster effective working relationships with a range of stakeholders
  • Evidence of your excellent problem solving skills and your ability to provide practical and creative solutions to a range of resourcing issues.
